HISTORY

Under the body of the Ministry of Industry and Trade KÜSGEM Organization has founded in Gaziantep as a pilot project, in 1973 with the Joint Using Facilities. In the following year, these studies are evaluated generally and "Small Enterprises Publishment Development" international agreement which is approved with the 17.06.1983 date and 83/6744 no. Council of Ministers Judgement, KÜSGET, "Small Enterprise Development Organisation" started it's activities.

Again, according to the international agreement of "Providing Industrial Education Services " which is approved with 10.11.1978 date and 7/16728 no. Council of Ministers Judgement, SEGEM "Industrial Education & Development Centre" is activated.

KÜSGET has tried to achieve to:

• Give technical consultancy services to the small and medium scale enterprises by "Development Centres".
• Apply the principles of modern business administration
• Create awareness of world standard quality and making it's usage widespread
• Increase the level of technical manufacturing
• Study on the increase of the capacity of employment
• Support the technical substructure for the modern business administration skills gain

On the other hand SEGEM has;

• Organised many programs for meeting the education requirements of The technical staff and managers in the Small and Medium Enterprises
• And feeding from the idea of "Education is the origin of every subject and must be an important factor ", SEGEM became a service organisation promoting lifelong education mentality.

However, with the fact of both KÜSGET and SEGEM's services are short period, and didn't totally meet the whole requirement among the country with limited sources, there appeared a need of making a legal arrangement and composing these two organisations under one roof which has a wider scope and can provide periodic and widespread services.

Both this requirement and the aim of increasing the competitiveness, effectiveness and scale of Turkish SME's and integrating the industry with the economical developments; KOSGEB foundation law has been accepted in the Grand National Assembly on 12 April 1990.
